Each year, the District prepares a Five-Year Financial Plan to deliver services and programs to support Squamish today and into the future. The Financial Plan is informed by a series of master plans, a strategic plan, and guided by the Official Community Plan. It reflects key principles to achieve fiscal responsibility and financial stability, and ensure taxes do not fluctuate greatly year to year.
The Financial Plan impacts us all, everyday. Each time you turn on a tap, visit a District park, or walk down a street, you are seeing your municipal budget at work.
On December 20, 2022 Council adopted the 2023-2027 Five Year Financial Plan.
The District sought community feedback on the proposed 2023-2027 Financial Plan to better understand public priorities.
On December 6, 2022, staff presented to Council the feedback received during the budget engagement from July 20 - November 30, 2022. That report can be found here.

The Financial Plan process started in June 2022 and was first presented to Council in July 2022. An in-person town hall meeting was held November 29, 2022 to provide a budget overview and an opportunity for community members to speak to staff and Council about the budget.

Tying It All Together: November 15, 2022
Share on Facebook Share on Twitter Share on Linkedin Email this linkAt the November 15, 2022 Special Business Meeting, District of Squamish Senior Financial Analyst, Rolland Russell, presented to Council to outline the expense requirements of the District, as well as the revenue requirements that will be needed to fund these expenses.
The presentation provides a long-term view of the District’s operating costs, including the tax rate and utility rate impacts. The presentation also covers any of the changes or revisions that have been requested by Council so far in the budget deliberation process.

District of Squamish Chief Financial Officer, Heather Boxrud, and Senior Financial Analyst, Rolland Russell also presented to Council on the Special Operating Projects and Capital Projects proposed in the 2023-2027 Financial Plan.

General Operating Fund: September 20, 2022

District of Squamish Director of Public Safety, Megan Latimer, and Aaron Foote, Deputy Fire Chief, presented to Council to request a capital budget increase to replace a pumper apparatus which has replaced the end of its useful service life.

Utilities and Squamish-Lillooet Regional District: September 6, 2022
Share on Facebook Share on Twitter Share on Linkedin Email this linkAt the September 6, 2022 Special Business Meeting, District of Squamish Chief Financial Officer, Heather Boxrud, and Senior Financial Analyst, Rolland Russell, provided Council with an opportunity to review and provide input to the 2023-2027 Financial Plan submitted to the Squamish-Lillooet Regional District (SLRD) for the Aquatic Centre.
The presentation focused on the 2023 operating costs, as well as capital project costs at the Aquatic Centre.

Capital Projects: July 26, 2022
Share on Facebook Share on Twitter Share on Linkedin Email this linkAt the July 26, 2022 Special Business Meeting, District of Squamish Chief Financial Officer, Heather Boxrud, and Senior Financial Analyst, Rolland Russell, presented the District’s Capital Projects investment requirements, along with the funding needed to support these investments in the 2023-2027 five year financial plan to Council.
Capital projects are projects that create, repair or improve District assets such as roads, reservoirs, dikes, facilities, equipment and vehicles. The cost of these projects is often spread over multiple years.

The update focused on the process and the timeline that will be followed to develop the 2023-2027 five-year financial plan.
