What does the budget consist of?

    The budget is made up of the following parts:

    • The General Operating Fund
    • The Capital Plan
    • Three Utility Funds
      • Wastewater
      • Water
      • Solid Waste

    What is the General Fund?

    The General Fund is the expected revenue and spending that all municipal departments will be responsible for during the year. 

    What is the Capital Plan?

    The Capital Plan outlines where the District will invest for the long term. This includes spending on things such as infrastructure, equipment, and facility upgrades. The spending in the Capital Plan falls outside of day-to-day operational costs. 

    What are the three Utility Funds?

    The District's three Utility Funds include:

    • Water
    • Wastewater
    • Solid Waste

    Each of these are funded by individual utility fees or landfill fees. These fees are collected separately from property taxes. 

    How much of the budget is funded through property taxes?

    Taxes fund approximately 25% of the budget in 2024. This comes from a variety of tax classes, including residential, commercial, and industrial. 

    Where does the money in the budget come from?

    The money in the budget comes from a number of different sources:

    • Property taxes
    • Reserves (the District’s savings)
    • Grants (from other levels of government)
    • Fees for services, such as recreation user fees, development permit fees, landfill tipping fees, and dog licenses
    • Development Cost Charges (Or DCCs, are paid by new developments to cover the costs of infrastructure upgrades offsite such as water treatment facilities or new water mains)
    • Community Amenity Contributions (Or CACs, are cash or in-kind contributions that developers provide to help address community needs resulting from population growth)
    • Investment revenue
    • Borrowing
